In the Pale Moon (& Firefox) web browsers, it only opens a TAB web page when you click on that tab.
Something like that in RJTextEd would be nice.

Added an option called "Delay opening file until tab is active", in version 14.0.
While testing I noticed it's working really well. Opening files is lightening fast and you don't notice any difference otherwise. So I decided to enable the option by default.
Please try it out in the beta release (when available) and let me know what you think.
